DOORS_DB_SERVER: -E-: Error failed to initialize database: Incompatible database format

Anyone know how to fixed this?  Currently, the IBM site is generating an error and preventing me opening a ticket.

Here is what I did.

BlueMachine is a Windows machine. On this machine, I have DOORS client and Database Server installed. Both the client and server are version 9.6.1.11.

I installed DOORS Web Access for the first time on the same machine. From going through the procedure I ran this command:

"

C:\Program Files (x86)\IBM\Rational\DOORS\9.6\bin>dbadmin -data 36677@BlueMachine -
dcnEnable -dcnBrokerUri "tcp://myBroker:61616" -dcnChannelName "dcn"
-I- DBADMIN: The Broker URI for Data Change Notifications has been changed. This
will require a server restart to take effect.
-I- DBADMIN: The Channel Name for Data Change Notifications has been changed. Th
is will require a server restart to take effect.
-I- DBADMIN: Data Change Notifications have been enabled. This will require a se
"

After restaring the the Database Server client per the directions the DOORS Server will not start.  From the Windows Event Log it says,

"
DOORS_DB_SERVER: -E-: Error failed to initialize database: Incompatible database format
"

I need to understand how to resolve this issue since access to the database is off.

Not sure whether it helps, but did you see the information on https://www.ibm.com/support/pages/starting-ibm-rational-doors-database-server-results-incompatible-database-format-error?
